I’m not aware of any parsing APIs being exposed, from what I’ve seen it’s mainpulating Exprs which are already parsed. By I’m not familiar with the whole API, so it might be there :) Probably best to check the staging docs (https://dotty.epfl.ch/docs/reference/metaprogramming/staging.html) and ask on Dotty’s gitter.
